Creates a new manually validated usage for a specified allocation point ID and period. This value represents the total expected usage for the given period and is used during settlement to validate the created usages. If overlapping periods exist, the previously created period will be discarded during the settlement validation. To correct a value, insert a new value with the same time range. The new entry will be returned upon successful creation.
